A shared strategy driven by the European Commission. The education and training policies have won a new place in the European Union (EU) since the adoption in 2000 of the Lisbon strategy which made «knowledge» the pillar of economic and social development. A year later the Member States and the European Commission defined a framework of co-operation in the fields of education and training. The current strategic framework, Education and Training 2020, was implemented in 2009 as an integral part of the Europe 2020 strategy.
The EU disposes of the ability to support, co-ordinate and complement the action of Members States. Although each of them maintains policy sovereignty in applying the principle of subsidiarity, the effects on the national management of the educational and training systems are significant.
